This practice was not unknown here in Canada, with *unridden* imported Czech Favorit bicycles (I can recall two shops in Alberta that did this): the frames were rubbish and just an excuse to bring Campy stuff in cheaply, and were pitched in a dumpster after having their "jewelry" removed.
