If I remember the correctly the clamps are for 31.8 tubes that were classsic in style. I've had very good luck with using something like scotch tape stuck to the inside of the clamp surface so the 'neutral' side is on the frame. I've removed the clamps after more than 10 years in same spot and when taken off there was no damage to the frame. If the bike was ridden a lot then the covered section was the original brite color and the surrounding tubing was faded and lighter in color. I would NEVER use cloth tape or innertube or any other compressible material . If your tubing is that small, 28.6 then I found the best sleeve to put around the frame is the plastic insert that is inside the Velox clincher cloth rim strips. The nice width and size. I put the tape inside the plastic to protect the frame and when the clamp is tightened it is tight and hard and won't move or slide. Try it, you might like it. It's worked for me for many years.
