The seatstay problem if I'm correct without seeing it is that the seatstay cap is sperating from the stay. This was a very common problem on Raleigh frames of the period - in fact Raleigh would replace them on warranty years ago - but I always wonderd why they would?

Unless I'm missing something, the cap is mostly their to keep your seatstay from becoming a giant vase. A huge percentage of Raleigh frames were ridden with this defect, and never ever did I hear of a problem beyond commetics. I suppose that it wouldn't be crazy to just make sure the cap is sealed to prevent rust, but a framebuilder is certainly not needed for this. There must be something at the hardware store in the goop isle that will do the trick.

Those old Raleigh Comp frames were kinda fun in their own weird way - I logged many miles on one in high school - and those chainstays were mightly long.
