Yes; it's very nice. Although Tufo recommends it be used only with their tires, I've used it with Hutchinson Tempo tires without problems. The concern, apparently, is that the rim tape adhesive may pull the base tape off a non-Tufo tire if/when you attempt to remove the tire. If your tires have questionable base tape, I'd avoid using the Tufo tape, but the Hutchinson base tape seems to be plenty strong at least.
