My experience with the Stronglight 93 crank on my old Raleigh Gran Sport was that the flat face of the lockring went against the BB face. If you are having problems with the lockring hitting the sockets that the chainstay fit into, it sounds like someone removed too much material from the BB shell face.

If needed, and you can still get the lockring fully threaded onto the cup, I'd say to go ahead and try using a spacer. This would be the same sort of spacer commonly used on the R/H cup, so you can get them fairly thin (0.5mm? 1mm?). I've never done this myself, so can't be sure that there isn't some pitfall in this approach.
