I looked the Rugby bike name up in my Adam's restoration book. It lists the Toledo Metal wheel Co. in 1896 as having a Rugby plate. This bike looks to be more '20's and I don't know if the Company was in business that long. It might have been one of those names that got incorporated into the combine after the bike crash as cars came in. I like to buy those bikes for $50 to $100 depending on condition and parts needed. Hate to strip them apart if they can be saved. Every one we trash is lost to us forever. This one looks like it could be easily saved, fenders and back stand easy to get if wanted . It appears to have iron clad rims and 28x1-1/2 single tube tires. Fork is straightenable, bar and saddle nice period pieces. Can't tell from picture if it is fixed or coaster brake. It's NOT a track bike, just a regular everyday transportation bike with drop bars. Most of the US bikes had the straight back track type dropouts usually with built in chain adjuster bolts in the frame design People used to jam around on them like that, so they looked racy but were not performance machines. Still nice to have if that vintage is for you, the old American stuff from that era was ridden around and enjoyed. When looking at that era, 1910-1930 one has to be careful not to be fooled or allude to quality if one is not somewhat aware of the production and particulars that made up the models from stock, semi-racer , and racing bikes. It's a whole new dimension and will take you off into another room onto your collector facility if you decide to widen your horizon. HAH! Thanks for giving us the tip, Ken. No, I won't bid.
