I think the main selling point for this adjustable dropout design was not replaceability so much as the ability to shorten the wheelbase for crit races, or lengthen it for road races. Something like that.

Traditional vertical dropouts don't allow for any forward/backward adjustment; these allow for a few millimeters adjustment. Why? I don't know.If the frame is build straight, you shouldn't need any such adjustment. But it could be handy for chain tension adjustment if you use the frame as a fixed gear ride. But then you wouldn't need the derailleur hanger. Go figure.
