That is an old Vagner crown which comes in many styles; That one has
been modified by adding either a stamped peice to the original crown
or adding a blank piece and cutting the pattern in it.

for $750 it is 52cm seat tube (CtoC) and 54cm TT(CtoC) NR except for hubs which are TIPO (Rigida clinchers) and seat

which looked SR(japanese) Tony doesnt remember exactly when he sold this bike but
thought
it was 1990 , parts were removed from earlier bike so they look 1981
or
so(rear der is pat81) and components show wear but frameset is extremely clean with out
nicks or scratches that I could see
