Contact cement would probably be the strongest but may not be as flexible when set. However, rubber patch cement or Jevelot Tire Life liquid latex should also work. If the sidewalls appear to be just bare fabric, they could also use some Tire Life. Yellow Jersey has it and it's also a good base tape cement for tubulars.
