Almost certainly with a Team Pro because Raleigh would not have used metric 531 tubing. The weight of the bare frame will also be an indication - depending on size it should weigh around about 3.7lb - a standard 531 frame will weigh 4.2lb or so. But 531SL or 531 Pro will be lighter, however Raleigh would not have used metric sizes of this tubing even if it was available...

I am not exactly certain when the Imperial size 753 tubing was introduced but I suspect 1980/1 - it could have been a little later but not earlier.

The frame number should give a fairly clear guide as to date.
