The Technium actually was a combination of steel and aluminum. The main frame tubes (slightly oversize) were aluminum, and bonded into cast aluminum lugs, while the fork and rear triangle were steel. IIRC, Tim Isaac did the design work on the frame. I think it was exclusively marketed by Raleigh USA and might be slightly out of timeline.
