I bought a similar brake he had a couple weeks ago, Unic brand. Looks very 20's-30's, the box was quite rough, but the brake itself is in beautiful condition. If the date in this other auction is right, it could be early 20's.

I'll probably give enough attention to the auctions with this to make the stuff pricey, but the seller of the brakes shipped quite quickly, and was pleasant enough to deal with. My wife knows french, so it may have helped that I had her do the emails.

This auction is for a rather odd looking brake on French ebay. http://cgi.ebay.fr/kit-de-frein-de-velo-ancien-neuf_W0QQitemZ290042207988

>From the mounting clamps, it would appear to me that these are from the 20's or 30's. Does anybody want to confirm or deny this? I woud like to learn more about these. The same seller also has another similar brake for sale.
