Sorry, I don't have anyinformation specific to cogs, but will offer this:

The same change in lettering (from the condensed/upright lettering, to the broader lettering) is seen on Record and SL pedal cages, chainring bolts, shifter cover plates, BB cups, crank fixing bolts, chainwheels, crankarm pedal thread markings, QR skewer end caps (and wingnuts?), hub cones, hub axles, and possibly in other areas (pedal cones? seat posts?). I don't think the change happened all at once, but I do think it was a gradual change between late 60's and early 70's. I say this because I mostly own stuff from the early 70's onward and that lettering rarely shows up. Specifically, I've never seen an NR BB with that lettering, and those are a late 60's and later item. I've never seen SR pedals with that lettering, and the SLs are rarely marked that way, but the normal Records (with strap loop) are pretty commonly marked with the older letters. Thus, I'd guess that the change, at least in the pedals was in the first few years of SLs and prior to the earliest SRs. Say after 1971 but before 1974.

I know this is not specific to cogs, but I hope that it helps.
