The bike already has scratches, so marking up the dropouts doesn't seem like it'll hurt the look of the frame, especially with the wheels on. In fact, I think the bike will be nicer to look at when it's built up. As far as being NOS, I don't know - with so many parts already installed on it, I don't know if you can call the frame NOS anymore. Maybe NFB would be more appropriate (never fully built :)). Since there are already parts on it, putting a couple more to complete the build seems the natural thing to do.

Now, whether you want to keep it as "never ridden" is another thing altogether. But again, since it's already suffered a few scratches, I think it'd be OK to ride it once in a while.
