In the past, Campagnolo would make parts to custom order. The the HiLo Record rear hub was originally custom-made for the West German Olympic Team in 1972, for example. I've also seen large flange track hubs with no holes and the flanges closer together for a narrow spaced fork. Your hub sounds like another custom ordered item to me.
