One observation is that Columbus did not even make a metric steering tube. So any French Columbus tubed bike had a steerer from elsewhere. I had a Columbus tubed LeJeune and it had a nice stout looking steerer but I don't know the maker. That alone would get French builders to stock a separate decent quality steerer. Not that Columbus tubed French bikes are common. Another observation is that seamed tubing is not necessarily inferior to seamless tubing. I steerer really has a some different functions than other so tubes so if it is threaded well, concentric and stout enough, so what if it is seamed.
