Jerry,,,,,I would say the use of these drilled hubs was "e-rare-tic", or rarely erattic, when found, mainly on P-15s from my personal experience. I do recall seeing them on a tall black 27" framed P-13 that I worked on from time to time upon leaving the Schwinn shop around 1975-76.

I seem to recall that all of these hubs were laced 4-cross, which probably helped reduce the stress failure from the extra holes???? I relaced the wheels with fresh DT spokes to replace the original galvanized ones.
Once was questioned as to the originality of these hubs on my Paramount, so I checked the dates on the locknuts, and they matched the date of the bike.
