Now Michael, you could have just asked me. I recently sold a bike with this treatment and still have another to sell. As for whether it is a kit or home made. The examples are more kit type but it was fashionable for women cyclist of the past would fancy up their bikes by doing hand macrame skirt guards. I have seen several very fancy versions in museums and private collections. Some are just works of art. You can still buy the kit versions from some of the folks that show up at the Trexlertown antique show not the road show. I bought some from Sam Fitzsimmons a few years ago and used them on a few bikes I had since sold. You have to have fenders that are perforated to accommodate the web hooks. If you want to see a set in person just come over and I will show you the last one I have.
