I think you are right, the description seems to indicate that it is "completely restored" (Komplett restauriert).

Man is that paint thick! Especially around the bottom bracket:

Unless corrected by a more knowledgeable person with insider info, I think that is a stunningly nice restoration... Paint looks too thick, decals look like they are under deep clear coat, a few items are newer than that time frame (toeclips, for instance.)

On Swiss ebay there is a seemingly mint Gios Torino that the seller claims to be from 1974. A bit on the expensive side at 2800 swiss francs but nice none the less. At 59 cm it could also be interesting for a number of you. Shipping from Switzerland is generally not that expensive (about $100)
