Cotter _diameter_ is fairly standardised; English stuff generally uses the 3/8" (9.5 mm) size. If your cotters fit the holes in the cranks they're the correct size.

The depth and angle of the _flat_ is _not_ standarsised. It is expected that the mechanic will file the flat to fit the particular installation.
