A serrated washer or two to move the brake out a bit should do the trick

So I was just putting the finishing touches on my 74 Serotta. I took it
off the stand and found the headset was very stiff. Back on the stand
and fiddled around but couldn't get it right. I finally decided to take
it completely apart and as I began disassembly, I found the problem was
the top of the brake centerbolt was rubbing the edge of the lower head
race.
Suggestions please?
