It's a 1969 or 1970 Carlton Super Course. 531 main tubes plain guage.

I was puzzled by the pump pegs because Carlton never puts them on the seat tube. Well, for this one model and year, yes they did put them on the seat tube. The 1969 and 1970 carltons imported into the USA have the raleigh anniversary headbadge (everything else on the bike says 'Carlton'). So, your Raleigh is actually a Carlton, and the serial number sequencing on the carlton cycles website (which I have always maintained is 'off about by one year') would suggest production at the end of the 1960's :
