John,
I will not tell you what it "should" have , because that seems to have varied. I can tell you what's in my box of Grand Jubilé parts, though.
>From an early to mid-70s version: Pivo stem and bars. This is a Pivo stem that resembles a late Cinelli stem, with 7mm allen head bolts for both binders. The bars are narrow - i.e. 38cm, even though this stuff came off of a large frame. Note that the brake levers did not have those "safety extensions". I am dead certain this is original equipment.
>From a late-70s version (or perhaps early '80s?): SR stem and bars. Also 38cm bars, although this was from a smaller bike for which that might almost have been appropriate. Also has the "safety extensions". In this case, I'm not so certain as to whether this was original equipment for the Grand Jubilé frame from which I removed them. But the crankset was indeed Japanese (even though it has Motobécane markings) if that's evidence of anything.
       Good luck,
