those are Guidonnet levers, popular on city/touring bikes. so you can ride the "tops" and use the brake levers. CLB, Beborex, and Mafac all made them. I believe it was a French thing, as I don't know of any other manufacturers other than the French ones that produced them. Can anyone correct me? joel flood Philadelphia
