Basically, you engrave the design or lettering by following a master with a stylus and the motion is relayed to a rotating cutter via a mechanism that reduces it to the required size. The master is usually made of letters set in a track, like this:

Nowadays a CNC mill would be used.

This technique was also used for very precise lettering in drafting before CAD took over.

I expect the pantographing was done after anodizing and then filled woth paint or protective clear laquer.
