The on the top 'aero' mount shifters was very common in the early 80's and many top end builders did this. This did also require over the BB routing of the cables, as it is not possible to run the cables from centrally top-mounted shift levers to under the BB. As far as the portacatena, these too were plenty common in the early 80's. The fork crown is also apparently somewhat more aerodynamic like the shift levers...
