I just had a look at my '81 Nishiki Ultimate, which I've owned since new and never had to remove the calipers. I see a serrated washer at the front and back of the fork crown and a serrated washer between the rear caliper and brake bridge. There is a plain washer under each but. That's how the factory assembled the brakes. My first thought was that maybe two serrated washers could be used in front for forks with more rake, but I can't see about 1 mm making any significant difference either way. However, I can see that with 2 washers in front, it would be easier to get a cone wrench on the spindle flats, but I've always centred the calipers by tweaking the spring.
