I have certainly never seen one of these before. I assume they are as scarce as mentioned in the thread. I would certainly love to have one. It visually combines my two loves of cycling and trains. I would wonder if this has retro fitted wheels. Which I would also have done. The tires appear to be clinchers and the hubs appear to be the Tipo model. I would welcome it into my stable. Alas I have managed not to work for the last seven years, so money is carefully watched.
