I'll put in my $.02. I've ridden tubbies for 25 years in all sorts of conditions. I can say I have never rolled on. Probably just lucky.

Tape is OK in a pinch. It is useless when you have to change a tire in the rain. I don't think regular or extreme much matters, since it is the evenness of the set of the tire. I don't like tape because it doesn't permit easy setting or positioning of the tire. What I prefer to do is to lightly glue the spare tire, let it dry and then fold it as you would any sew-up. When it comes in contact with the glue on the rim it bonds well and permits re-posititioning. There will be enough tack to get you through most any ride. Another method is to carry to DuPont trim cement if you can find it in a small tube. It bonds and cures very quickly. This is my least preferred solution, since if the tube leaks you've got a huge mess.

In sum, tape works OK, except in wet conditions + the repositioning issue. Regular and extreme, don't know if it makes a huge difference. Pre-glue is not as "tacky" but is my preferred mode.
