I was moved to ask the question because I was surprised to see how much of the taper of the Phil spindle was showing on the Mercian in this photo

But, I'm an amateur, and the seller is a professional. I also wondered, appropriate to this goup-- as against bikes,rec.tech-- whether an aesthetic held certain clearances, greater than the minimum necessary, to be appropriate.

On chainline, a simple idea, I understand minimizing average error and the possibility with older chains that certain gear combinations would be impossible without due concern for lateral chainrings location. I don't understand the concern what with today's flexible chains. But, that's a technical issue, too.
