Yes, on Zeus stuff "M" alway means metric, i.e. French, AFAIK. English thread is usually marked BSC. And if thread isn't marked, it is usually French. Eibar, where Zeus and other Spanish bicycle companies were centered, is very near the French border, and I think they produced mostly French thread for the Spanish market. And Zeus continued to produce French thread well into the 80's, even longer than some French manufacturers perhaps. Besides Raleigh, Ron Kitching imported a lot of Zeus stuff into UK, so UK, rather than USA, may have been Zeus' largest market for English threaded stuff.

I'd guess the ealy 70's Raleigh Competition probably used Grand Sport pedals.
