The Classic Lightweights website has a nice article about this rare beast (apparently no more than 6 were made). One of those Phineas Fogg creations the English did so artfully, of the few made some were badged Elswick, some Hopper.
Also, the manufacturer mis-spelled Convincible on the frame transfers, so perhaps they weren't too convinced themselves about what they intended the word to mean. No OED in the workshop?
I'm quite certain the Vampire they had in mind was not the Transylvanian type, but rather the de Havilland DH-100 Vampire, a fighter jet in active service with the RAF at the time Elswick-Hopper announced their bike. One such aircraft figures prominently in Frederick Forsyth's short story "The Shepherd," a favourite of fans of Canadian radio.
