Late 1970's Belleri rando-curved bars came to me recently with dark brown tape of that very description. Bars, stem, and levers were as though never ridden. The branding is Cateye. I removed it very carefully.

Recall, though, that you turned that taped steering wheel wearing leather driving gloves.
