I may be completely wrong on this of course, but to me it looks like the chain is simply extremely worn out and "stretched" as the result - notice how on this photo:

it seems to sit properly in just one place (around 4 o'clock) and gets progressively worse in both directions from there, exactly like it would be if the chain links were longer than the distance between the teeth. In the description, BTW, it says:

I'm not sure exactly what is meant by "widened over max" but I would guess "worn out and should be replaced"...
