To remove eBay negative feedback they need a court order per below.

Thank you for writing eBay in regard to your Feedback removal concerns.

Though we're disappointed whenever a member receives negative Feedback that he or she believes is undeserved, eBay will not remove it unless we are presented with a valid court order stating that the comment is slanderous, libelous, defamatory or otherwise illegal. eBay doesn't remove Feedback without a court order, even if a member believes it is false, unfair, or harmful to his or her name, character, or reputation.

We provide our Feedback Forum and community discussion boards as places where members can feel free to express their opinions without fear of censorship. An important tradeoff of this freedom is members are held solely responsible for the comments they post.

We can remove only comments that meet eBay's standard for Feedback abuse, as described in eBay's Feedback Abuse and Removal Policy.
