> No, it is not. I have been using Bullseye (sealed bearing) pulleys for ove r 30 yrs on Simplex (and others) rear derailleurs. They need to be shimmed, but if you can find the pulleys new, they come with more than enough washers to make the fit quite easy. If not, just take the pulley center bolt to your local hardware store.
