it IS the lugs, the top headlug has the extension designed-in.

truly a stupid thing in my book, and wicked ugly (all the rs-designed lugs have them, i think, along with extra-stoopid cast-in cable guides), but if rs and the other lug designers know that they are going to use threadless headsets on their bikes and will need the extra height, that designed-in does look better than the brazed-on plain extension.

of course, the add-on can be cut-off...
