The story doesn't make much sense. Why would a noted framebuilder put his name on a bike he owned but did not build? Unfortunately there are no decals with the Cuevas crest, and we can't see if the bike has a high peak on the seatlug or "cross" under the sreeter tube that were Cuevas signatures.

If Cuevas owned it, I doubt he rode it. Here is a photo of Francisco with his son and grandson, from Wool Jersey:

Judging from the headtube, Francisco looks to ride about 59 cm, maybe 60 cm tops, certainly not as large as the eBay bike.
