It may have started as one , but the fork dosen't match the frame, eyelets/no eyelets, I dont think recessed-nut brake bridges were available then (?), the stays were not done that way in Chicago, unless it was an employees frankenstein (doubt-full). The sellers cryptic answers, to me, lead me to believe he is aware of the miss-use of the Paramount name/ heirritage. If it walks like a duck and talks like a duck it might just taste like wet squirrel. It may be a nice example of handy-work though, too bad we don't have Bike-Fax.
