I've never thought about this much before, I think maybe some Normandy Competition came with chromed QR nuts even on Peugeots. BTW Normandy Sport wasn't limited to low end bikes. It was OE on the Raleigh Gran Sport, which was 531DB throughout, so hardly low end. Also, I think, the Follis 172, which was 531 DB main tubes and 531 forks.
