Kevin, I also own a '64 Specialissima. To me one of the several things I like best about the original "look" is indeed the chrome panels on the seat tube. See link below.

Another visual aspect that always catches my eye is the seemingly perfect bend in the fork.

I would certainly try to polish up the questionable chrome before considering other options as it really is one of the special features of these beautiful bikes.
