If the bolt moves in the dropout but not in the derailleur, treat the derailleur as part of the bolt: remove the lower pivot bolt and jockey cage, and remove limit screws so the derailleur clears the chain stay, and use the derailleur as your wrench handle.

This, of course, presumes the lower pivot bolt is not similarly frozen. If the upper bolt turns in the dropout, though, this should work. I just went up to the attic to check out a Bianchi (126 OLD) with a 980 and you should have clearance.
