Looks like a genuine '80s Cinelli SC to me, but the hurried rattle can paint over the whole thing- look how they didn't even bother to remove the seat binder bolt- fairly screams stolen bike to me. I wouldn't be surprised if the original paint and chrome were hiding under the krylon.
