That's right, passivation is an acid treatment, usually HCl to dissolve away free iron preventing it from corroding. The stable oxide layer left makes stainless steels and alloy steels much more corrosion resistant. Not sure it would make much difference for lubricated bearings

Found metric bearings in Fastenal too. Their prices are pretty good for all bearings and they have grade 25. Some are called passivated. They have a store in my neighborhood and I usually get stuff in a couple days. I just ordered some size 2 brass washers for use on spokes on thin flange hubs. .03 each.
