In the Ron Kitching catalogues of the 50s-60s Reynolds 531 butted main tubes are mentioned as tubing possibilities - I think this track frame is earlier than a lot of the kit that is on it.

The buyer wants to avoid paying VAT (sales tax) which he would be liable for if he sold to anyone within the EU.
