I have the same model RRA. Are you sure that you have the correct headclip , which was unique to this bike, as opposed to a generic headclip, as fitted to other makes? The latter headclip came in different diameters fo r different steerers.

If you DO have the correct diameter headclip, then have you tried screwin g it down onto the steerer tube?
