I came up with three builders.
I think that Sweet Pea Bicycles in Oregon is made by a female frame builder. Margo Conover builds Luna Cycles. Four or five years ago, there was a lady (Diane Blake from Florida) who showed up with a nice self made bike, in Greensboro, NC when the cirque was held there. She did some very nice work.
