Cutting any threaded part should not require a die to chase the threads. If you de-burr the part with a file, the threads are as good as if they had never had a burr.

That is done by holding the file at an angle to the axle or bolt and running it around. What you are doing is to champfer the edge. It takes longer for me to take it to a grinder, but buzzing the threads in the direction that will remove metal "away" from the main body of threads, while rotating the axle, will do the same thing.

I've never tested them but I suspect the cones are harder than the axle.
