Restore or not? That headset looks 80% gone from rust, and the lugs are more than 'peppered' with rust, and the paint around the chromed lugs is wanting. What would you do if you owned this bike ??

P.S can anyone tell me what of dropout is on this bike? It appears to be a stamped, plate dropout, WITH derailleur hanger, and WITH faces brazed on to strengthen the axle slot. The cutout has 4 sides (back side is divided in two, and it's larger) - it's not the traditional 3-sided cutout made by a million dropout makers between 1960 and today.
