You can be assured that these cranks have been re-anodized as these cannot be the BMX version which did not have the inner ledge for a chainring, only the outer one. Like Kurt, I suspect that these cranks were already badly abraded which is why they were re-anodized. Given the extent of the pre-existing damaged area, I can't imagine there not being any noise coming from the crank.
